Extraordinary Chambers in the Courts of Cambodia (ECCC)

The Khmer Rouge Tribunal, officially known as the Extraordinary Chambers in the Courts of Cambodia for the Prosecution of Crimes Committed During the Period of Democratic Kampuchea, is a 'mixed tribunal' established conjointly by Royal Government of Cambodia and the United Nations. The ECCC will under Cambodian penal code and international law and conventions try senior leaders of Democratic Kampuchea, and those most responsible for the crimes committed during the Khmer Rouge regime (April 17, 1975 - January 6, 1979). The trials should begin in 2007.

Trial Monitoring Program (ECCC)

Building on the success of the Berkeley War Crimes Studies Center’s trial monitoring program established at the Special Court for Sierra Leone in June 2004 (and continuing at that court to date), we propose establishing a regional trial monitoring program for the duration of the upcoming Khmer Rouge trials at the Extraordinary Chambers in the Courts of Cambodia (‘ECCC’). By “regional” trial monitoring program we refer to a trial monitoring team composed of participants from Southeast Asia (including Cambodia), and Hong Kong. The proposed program is the only international trial monitoring program involving full-time daily presence in the courtroom that is currently being established at the ECCC. We are now working to identify regional partner institutions as well as individual monitors. The project will be co-organized by the Berkeley War Crimes Studies Center and the East-West Center through their joint Asia International Justice Initiative (AIJI), directed by Professor David Cohen. Trials are expected to begin in Phnom Penh in late 2008.

Outreach Program (ECCC)

The East-West Center (EWC) and UC Berkeley War Crimes Studies Center (BWCSC), in a collaboration known as the Asian International Justice Initiative (AIJI), have organized the production of a series of pre-trial films for Cambodians that provides an independent dialogue about the rationale behind the ECCC and the role played by its key actors. Four films (and possibly five) are planned in what has come to be known as the “Time For Justice” series, with funds provided by the British Foreign and Commonwealth Office through the British Embassy, Phnom Penh. The films are created by a local film production company, Khmer Mekong Films (KMF), under contract to EWC. The films’ central characters are fictional members of a typical Cambodian family, the parents of which want their children to know about the Khmer Rouge period and to understand the ECCC.  The films are educational and entertaining and pitched at ordinary Cambodians living in the provinces of Cambodia.

Mar. 14, 2006 UN and the Government of Cambodia sign last legal logistical and administrative agreements before start of ECCC: agreements on safety, security, and supplementary arrangements regarding the ECCC and its premises.

Feb. 9, 2006 The representatives of ECCC Office of Administration Sean Visoth (Cambodia) and Michelle Lee (UN) announce that ECCC prosecutors are expected to arrive mid-2006, and the trials should begin in 2007.
Feb. 6, 2006 The ECCC Office of Administration, directed by Sean Visoth (Cambodia), is officially established in Phnom Penh after UN administrative staff to ECCC led by Michelle Lee joins the Cambodian administrative staff.
Jan. 18, 2006 Part of new Royal Cambodian Armed Forces headquarters at Kambol is handed over to serve as premises of ECCC.
